German government explained that new law is obligatory for all, regardless religious beliefs. For those who are not able to deafen an animal themselves there is an option to call competent and specially trained people who will come to help.

"For members of certain religious communities who have obligatory religious rules which forbid to use cruel methods to kill animals competent authority can (according to the Resolution on care and animals welfare) provide short-term electric shock with the minimum time necessary for obtaining desirable effect" — government explained.

It is necessary to submit preliminary application to the relevant entities to call "electric anesthesia" specialist. So far the German government has no information about the number of submitted applications.
