Another topic for discussions at the IV International Agro-Industrial Dairy Forum has become known. From 8 to 9 November 2017 in the House of the Government of the Moscow Region, participants will discuss the problems of quality control of raw materials and falsification of dairy products. The Forum is organized by the Moscow Region Government with the support of the Ministry of Agriculture of the Russian Federation.
Speakers and Forum participants will gather to discuss a wide range of issues, related to the development of the dairy industry in Russia and the world. This year, along with the topic of introducing electronic veterinary certification, they will discuss the prospects for strengthening control over low-quality products.
«In recent years, there has been a steady trend towards a reduction in the proportion of falsified products on the market. If in 2015 it was 10 %, last year — 5–6 % and then this year we forecast its decrease to 4 %. This is connected with the struggle of the state in this sphere, and with the efforts of trade networks, and with the growing proportion of people who are consciously approaching the choice of food products, they look into terms and composition of products. Nevertheless, the problem does exist, and it needs to be solved,» says Andrei Danilenko, Chairman of the Board of the Soyuzmoloko National Assembly.
The problem can be solved by adjusting technical regulations. It is proposed to prohibit marking with using identically to GOST names. Now the names of products are not legally protected, so they can be easily used «for other purposes.» This is called «legal» falsification.
However, the producers of products doubt that Russia will solve this problem on its own—the measures should be approved by the Eurasian Economic Union (EAEU). Because the introduction by one country of its own requirements for goods is prohibited by the rules of the organization. Accordingly, changes can only be made by the EAEC with the agreement of all parties.
It is also proposed to amend the law «On the Protection of Consumer Rights» by establishing the definition of the terms «product name (goods),» «fantasy name,» «falsification.»
«We will discuss this issue at the Forum together with representatives of the Federal Service for Supervision of Consumer Rights Protection and the Federal Service for Veterinary and Phytosanitary Surveillance. We see the solution to the problem in the need to introduce electronic control,» said the Deputy Chairman of the Moscow Region Government, the Minister of Investments and Innovations of the Moscow Region Denis Butsaev.
On the Forum it will be discussed how the introduction of such innovations in the legislation will affect the dairy business and international trade: will it strengthen the quality guarantees or become another administrative barrier?
The business program of the Forum will also include topics, related to the development of the world dairy market, a reduction in demand for dairy products, the role of small business and cooperation in the production of milk. Cluster solutions in the dairy industry will be a separate topic of the Forum.
